Methodology for socially-fair development

Pampa has sought to develop its operations and its business based on the concept of sustainable development, which seeks to reconcile economic efficiency, social equity, environmental quality and ethical presumptions. Recognizing that the certification process is more an aid to assess the compliance with both the legislation and the search for social equity, the company is investing in efforts to meet the certification requirements of their reforestation areas. Among the requirements to be observed we highlight the process of identifying and monitoring High Conservation Value Areas and the Environmental Management which involves the following four stages:

I) The socio-economic and environmental study of rural communities in the vicinity of the reforestation in order to identify demands to be supported by the company;

II) Participation of resident communities in the elaboration of the Environmental Management Plan , based on the demands identified after assessing the problems raised in the socioeconomic and environmental study;

III) The implementation of this Participatory Environmental Management Plan, and IV) The monitoring of actions through communication mechanisms to ensure the effective participation of those involved.

To achieve this goal, some work has already been carried out, for example a study entitled "Diagnosis of the socio-economic and environmental conditions of the communities surrounding Pampa Exportações reforestation project, Vigia de Nazaré, Pará, Brazil" as well as local development actions such as training courses and mediation continued by a professional responsible for implementing the socio-environmental management plan.

Thinking of a model of democratic development, all actions that involve the communities surrounding reforestation are discussed, planned and executed in a process of democratic construction. The main objective of this construction model is the transformation of the residents into actors in their own development through the construction of their citizenship and personal autonomy.

Activities of Social Responsibility being developed in the communities surrounding the company reforestation project.

There are five rural communities inserted into the Pampa's environmental management plan, namely: Santa Maria do Guarimã, Quaxinduba, Agua Clara, Quatro-Marco and Baiacu, located in Vigia de Nazaré, State of Pará, Brazil. Through the diagnosis of the socio-economic and environmental conditions of these communities, five themes were identified as urgent requirements and suggested as initial activities supported by the company, namely:

a) The need to strengthen the residents' association;
b) The need to improve health care services provided;
c) The need to improve maintenance of local roads;
d) The need to create new job opportunities, especially for young adults;
e) The need to establish community rules for fishing activity in common areas;
f) The need to regularize the informal situation of local fishermen with the Fishing Colony of Vigia de Nazaré;
g) The need to improve environmental awareness regarding disposal of garbage which today is jeopardizing the Guarimã river;
h) The need to strengthen the supply chain of cassava flour.






Actions to Support the Strengthening of Local Social Organization

To strengthen the local social organization, we drafted as strategies, continued actions to promote individual emancipation and the collective consciousness necessary for overcoming social dependency and political domination in order to promote self-sufficiency and increased capacity.

In December 2012, a mini-course was given in the Santa Maria & Baiacu communities entitled "Associations: Local Development with Democracy". The objective, by way of this mini-course, being to pursue actions with a view to achieving common interests that promote social development through associated practices.

To improve social services provided by the government, the coordinating body of management of the company has supported local leaders in the elaboration of vindicating documents from an emancipatory perspective. For organizations become stronger through practice, effort and work through adversity, and a methodology of empowerment incorporates these principles.

Actions to support the training of young people and children

We understand education to be a socializing process, so we are investing in improving the quality of education of children and young people by supporting the training of teachers through training courses and forming a "knowledge space" equipped with computers and a collection of books .

The structuring of the "knowledge space" consisting of computers with internet access and books from different fields of knowledge, came as a demand from a group of youths and adults who wish to continue their studies by taking online vocational courses like IT and technology as well as distance degree courses.

Other vocational courses such as manicure, sewing, hairdressing and crafts are also being offered to residents of the communities surrounding the reforestation project.
